On Oct. 29, 2004, then-Los Angeles Mayor James Hahn signed an ordinance backed by the city council to ban the possession, sale or distribution of Silly String in Hollywood on Halloween. A typical Halloween in Hollywood saw over 100,000 people congregate in the area of Hollywood Boulevard, looking for something to do. Hundreds of illegal vendors lined the street to sell Silly String, which then became the night’s entertainment.
